Committee will examine proposals to be sent to the Election Commission of India
A screening committee has been constituted under the chairmanship of the Chief Secretary to examine/recommend the proposals of the departments to be sent by the State Government to the Election Commission of India through the Chief Electoral Officer. Principal Secretary, General Administration and Additional Chief Secretary/Principal Secretary/Secretary related to the departments presenting the proposal will be members in the committee.
During the Code of Conduct issued in the context of Lok Sabha Elections-2024, now no department will send its proposal directly to the Chief Electoral Officer or the Election Commission of India before the examination/recommendation of the Screening Committee. Before presenting the proposal to the Screening Committee, the Administrative Department will properly study and examine the instructions/clarifications of the Election Commission of India and refer to the relevant instructions/orders of the Election Commission of India.
The administrative department will also have to justify in its proposal why the proposal is of utmost importance and why it cannot be stopped until the election process is completed. The proposal to be sent to the Election Commission of India will be sent in the form of a self-contained note. Before sending the proposal, special consideration should be given to the possible time taken by the Election Commission of India for its decision.
