State Cabinet approves “Madhya Pradesh Cloud Policy 2024”

The State Cabinet, which met here today under the chairmanship of Chief Minister Dr. Mohan Yadav, approved “Madhya Pradesh Cloud Policy-2024” in order to provide cloud services to the departments. The cloud services will be made available to the departments through Madhya Pradesh State Electronics Development Corporation (MPSEDC).

Budget will be provided to the Department of Science and Technology for payment of cloud services. The expenses incurred by the departments in purchasing the services directly, setting up the data center and availing the cloud services will be saved as they would be provided by the MPSEDC. Such arrangement will lead to savings in overall expenditure due to economy of scale and better management of cloud services.

For the smooth operation of the processes of Cloud Adoption Framework, a Cloud Monitoring Unit (CMU) will be established in State Electronics Development Corporation (MPSEDC). Human resource services will be procured to manage Cloud Monitoring Unit (CMU) for effective implementation of the Cloud Adoption Framework.

Under MPSEDC, one post of Cloud Manager and two posts of Cloud Technical Expert will be created. MPSEDC has been authorized under the Department of Science and Technology for human resource services or other service terms and contracts etc. for CMU under Cloud Adoption Framework.

Implementation of Smart-PDS

The State Cabinet approved implementation of Smart-PDS (Scheme for Modernization & Reforms through Technology in Public Distribution System). Under this, Rs. 8.35 crore will be spent in 3 years under Targeted Public Distribution System. This will address the difficulties relating to implementation, expansion and storage of software applications, database variations, data recovery and cyber security. Through One Nation-One Ration Card, eligible families have been provided the facility to get ration from any fair price shop in the country by the Government of India.

Extension of Special Recruitment Drive

The Cabinet has extended the timeline for Special Recruitment Drive for filling up of backlog / carry forward posts of Scheduled Castes, Scheduled Tribes, Other Backward Classes and Persons with Disabilities by one year from 01.07.2024 to 30.06.2025. Out of 17 thousand backlog posts, 7 thousand posts have been filled.

Cabinet approved Proposal for Conservation and Management of Sirpur Wetland, Ramsar Site at Indore. The Cabinet decided to forward the proposal for conservation and management of Sirpur Wetland, Ramsar Site at Indore under AMRUT scheme to the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India. Proposal seeks to bear 40% of Rs.61 crore 95 lakh 70 thousand under the National Plan for Conservation of Aquatic Ecosystems – NPCA.

It may be noted that the objective of AMRUT Heritage Scheme is to preserve unique ecological values of all Ramsar sites in the country. A proposal is sent to the Government of India, Ministry of Forest, Environment and Climate Change for financial assistance.

The Cabinet approved increase in Dearness Allowance and Dearness Relief payable to Government servants and pensioners in the Seventh Pay Scale by 4% making it to 46% with effect from 1st July, 2023 (Payment Month August, 2023) . In the sixth pay scale Dearness Allowance, in the Fourth and Fifth Pay Scales of Government servants working in the Sixth Pay Scale of the State Government and on deputation to State Government undertakings / Corporations / Govt aided Institutions, the order of the Chief Minister for increase in the rate of Dearness Relief payable to State Pensioners was approved.

Extension of due date for short term crop loans

The Cabinet approved the extension of due date for short term crop loans disbursed in Kharif 2023 season of 2023-24. The due date for Kharif 2023 season was extended from 28 March 2024 to 30 April 2024. Further, it was approved to extend the due date of Kharif 2023 season from 30th April, 2024 to 31st May, 2024 for the farmers who have not received payment of their sale proceeds till 30th April, 2024 and for the remaining farmers who have sold their produce till the last date of receipt.

Cabinet approved draft of MP Private Security Agencies (Private Security for Cash Transport Activities) Rules, 2024. The Cabinet has decided to notify the draft of Madhya Pradesh Private Security Agencies (Private Security for Cash Transport Activities) Rules, 2024 framed in continuation of the Private Security Agencies (Private Security for Cash Transport Activities) Rules, 2018 notified by the Government of India. Private security agencies will be able to provide security for cash handling and transportation.

The Cabinet decided to notify the Madhya Pradesh Private Security Agency (Regulation) Rules, 2024 in line with the Model Rules notified by the Ministry of Home Affairs, Government of India, superseding the Madhya Pradesh Private Security Agency (Regulation) Rules, 2012. The decision is aimed at addressing the issues faced by the private security industry and aligning the key approaches of Ease of Doing Business, Digital India and e-Governance.
